Become Involved in Your Community
Serving on a Board or Commission is a direct reflection of interest and dedication of our citizens in making Odessa a better place to live.
Citizens of Odessa have the opportunity to serve on a City board or commission as appointed by the Mayor and Council. Serving on a board is an excellent way of becoming involved in our local government. Some boards have special requirements or qualifications for membership. The Mayor and City Council make all the appointments to the boards and commissions. Citizens interested in being appointed are encouraged to complete an application.
Eligibility & Qualifications
The qualifications required to serve on a particular board or commission are determined by ordinance or state statute. Many of the boards do not have specific eligibility requirements beyond residency.

Most board and commission terms are two years, with the opportunity to serve additional terms.

The Texas Government Code, Section 552.024 allows government officials to choose public access to certain information.

Boards and Commissions:
Animal Shelter Advisory Committee
The advisory committee advises and assists the animal shelter in the development of policy and procedures for the operation of the Odessa Animal Control Shelter. Meets as needed, at least three times a year. Two-year term.
Eligibility requirements to serve on this committee are: a veterinarian, City Council member or an animal welfare organization representative and interested individuals.

Board of Survey
The board determines what action should be taken regarding buildings which the building official has classified as not meeting safety standards or which owners have refused or failed to remove or repair. Meets quarterly as needed on the 4th Wednesday of the month at 8:30 a.m. Two-year term.
Any interested individual is eligible to serve.

Building Board of Appeals
The board hears and decides appeals on orders or decisions made by the building official relative to the Building Code, Plumbing Code, Fuel and Gas Code, Mechanical Code, Electrical Code and Energy Conservation Code. They may affirm, reverse or modify a decision of the building official. Meets as needed. Two-year term.
Eligibility requirements to serve on this board are:
- must reside in the City limits while serving
- architect currently licensed by the State of Texas
- an engineer currently licensed by the State of Texas
- builder or superintendent of building construction with at least five (5) years experience, which been in responsible charge of work
- licensed plumbing contractor with at least ten (10) years experience, five (5) which been in responsible charge of work
- licensed electrical contractor with at least ten (10) years experience, five (5) which been in responsible charge of work
- licensed mechanical contractor with at least ten (10) years experience, five (5) which been in responsible charge of work
- citizen who is not an architect, engineer, plumbing contractor or electrical contractor, or a mechanical contractor and no ties to any building trade and
- two (2) alternate members who may be chose from above or with ten (10) years of fire safety of fire codes

Capital Improvements Advisory Committee
Advise and make recommendations to City Council regarding land use assumptions, capital improvements plan and impact fees. Requirements: three members from real estate, development, or building industry. Four-year term.
Any interested individual is eligible to serve.

Citizens Golf Advisory Committee
The committee hears complaints or other business matters related to the Ratliff Ranch Golf Links. Identifies needs and develops solutions for recommendations to the City Council on Ratliff Ranch. Meets at least six times a year. Three-year term.
Any interested individual is eligible to serve.

Colorado River Municipal Water District
The purpose of this governmental agency is for the impounding waters and developing and acquiring underground sources of water, and constructing and acquiring all facilities necessary and useful for the purpose of processing water and transporting it to its member cities and other customers. Meets as needed. Two-year term.
The only eligibility requirement to serve on this board is the individual must reside in an on taxable property city limits.

Downtown Odessa Inc. Board
Improve downtown, encourage people to spend time, and promote and encourage fundraising. Meets 2nd Tuesday each month, 11:00 a.m. Four-year term.

Emergency 9-1-1 Advisory Board
The board determines methods and sources of funding for emergency services, sets the amount of fees each year for the annual budget, and sets up depository. Meets 1st Thursday of each month at 10:30 a.m. Two-year term.
Any interested individual is eligible to serve.
City of Odessa representing is Chief Mike Gerke.
Historic Preservation Commission
The commission designates a historic, architectural and cultural landmark, and maintains inventory of significant landmarks. Meets as needed. Two-year term.
Eligibility requirements are:
- reside in the City
- an architect, planner or representative of a design profession, one (1) historian, 1 (one) licensed real estate broker, 1 (one) attorney and 1 (one) owner of a landmark or a property in a historic district

Housing Authority of the City of Odessa
The board administers programs that provide safe, sanitary and decent housing for low and moderate income families. Meets at 11:45 a.m. each month. Two-year term.
Eligibility requirements are:
- No member may be an officer or employee of the City of Odessa
- 1 (one) resident of a municipal housing authority and interested individuals

Midland Odessa Urban Transit District
The board researches, develops, prepares, and submits to the City Councils an urban transit district plan with short-term and long-term goals for urban transportation for the Cities. Meets the last Wednesday of the month, noon. Two-year term.
Resident of the City of Odessa. One of the following: serving or have served in a position of executive management, or a professional capacity or an interested stakeholder.

Odessa Development Corporation (ODC)
The corporation promotes and develops industrial and manufacturing enterprises in order to eliminate unemployment and bring in new jobs. Meets 2nd Thursday of each month at 2:00 p.m. Two-year term.
Eligibility requirements are:
- must be a resident of the City or Ector County or approve by the City Council and
- Serve or have served as chief executive officer of a company or
- serve or have served in a position of executive management of a company or
- have experience equivalent to any of the above qualifications
- cannot be related to the Mayor or Council members

Odessa Housing Finance Corporation
The corporation provides financing the cost of residential ownership and development for residents of the City at affordable prices. Meets monthly. Three-year term.
Eligibility requirements are:
- permanent resident and reside City or Ector County
- serve or have served as chief executive officer of a company
- serving or have served in a position of executive or senior management of a company
- serving or have served in a professional capacity, such as an attorney, or CPA; or
- have experience equivalent to any of the qualifications set above
- have education, expertise knowledge and/or experience in the areas of real estate, construction management, mortgage lending, investments, accounting, business management, marketing, banking or tax-exempt bond market

Parks and Recreation Advisory Board
The board hears citizen complaints, completes special projects, identifies problems, needs or other issues relating to the Parks and Recreation and make recommendations to the City Council. Meets 3rd Tuesday of each month at 11:30 a.m. Two-year term.
Individuals must reside in the City of Odessa to be eligible to serve on this board.

PermiaCare MH/MR Board of Trustees
The board's purpose is to provide, coordinate and develop a local program of mental health services including research, prevention and detection of mental disorders and disabilities. Meets 3rd Tuesday of each month. Two-year term.
Individuals must be a qualified voter within the City of Odessa.

Planning and Zoning Commission
The commission makes recommendations to the City Council regarding planning and zoning matters, approves plans, plats, and re-plats. They recommend a comprehensive plan for the physical development of the City. Meets 1st and 3rd Thursday of each month at 1:30 p.m. Two-year term.
Eligible individuals must be real property taxpayers.

Public Art Committee
Advise the Odessa Arts on annual public art work, plan budget and annual report. Three-year term.

Tax Incentive Committee
Provides incentives for private investments and removes unnecessary governmental regulatory barriers, as well as tax abatements. Meets as needed. Two-year term.

- two citizens who reside in the City of Odessa and one must be a local business representative.

Tax Increment Reinvestment Zone (TIRZ)
Make recommendations for management and operations of the Zone Resident of Ector County, or adjacent county or live anywhere if own property downtown. Three-year term. Meets as needed.

Traffic Advisory Committee
The committee makes recommendations to Council to implement corrective action on matters of traffic safety traffic congestion. Meets as needed. Three-year term.

Zoning Board of Adjustment
The Board hears and decides appeals, special exceptions and authorize upon appeal in special cases certain variances. Meets 1st and 3rd Wednesday of each month at 8:30 a.m., City Hall, 5th Floor, Council Chamber. Two-year term.
Any interested individual is eligible to serve on this board.
