Rehabilitation/Reconstruction Program

This program aims to provide safe, sanitary, and habitable homes to the citizens of Odessa by improving the dwelling and removing any health and safety hazards. Community Development offers several housing rehabilitation programs such as Minor Repair, Emergency Repair, full Rehabilitation, and Reconstruction. The program assists low- to moderate-income families, defined by HUD as 80% or less of Area Median Income. 

Emergency Repair

The City of Odessa provides Emergency Repair Assistance to families who immediately need certain home repairs. Repairs include (call for a full list of eligible repairs): 

  • Electrical Hazards
  • Hazardous Furnaces or No Heat During the Winter
  • No Water or Severely Leaking Pipes
  • Severely Leaking Roofs
  • Weakened Floors

Minor Repair

The minor repair program addresses housing issues that are not eligible for emergency repair but of a nature that requires repairs. The homeowner needs assistance in completing the repairs. These repairs can include but are not limited to:

  • Ceiling and Roof Repair Where Roof Is Not Collapsing
  • Energy Efficient Windows
  • Entry Doors
  • Flooring in Severe Cases
  • Insulation
  • Siding Repair
